Syrian state TV: Prime minister escapes assassination attempt

DAMASCUS, Syria - State-run Syrian TV says the country's prime minister has escaped an assassination attempt when a bomb went off near his convoy.

The TV says Prime Minister Wael al-Halqi was unhurt in the attack in the capital's western neighbourhood of Mazzeh. The TV said Monday's bombing left a number of casualties.

The attack was not the first targeting a high official in the Syrian capital.

On July 18, a blast at the Syrian national security building in Damascus during a meeting of Cabinet ministers killed the defence minister and his deputy, who was President Bashar Assad's brother-in-law. That attack also wounded the interior minister.

Benchmark's Bill Gurley Says New York Has The Engineers And Entrepreneurs, Now It Needs Big Iconic Companies

gurleyWhat are the challenges that the New York tech scene needs to address? This topic kicked off the conversation this morning between TechCrunch founder Michael Arrington and venture capitalist Bill Gurley?at TechCrunch Disrupt NY 2013. Gurley’s?VC firm, Benchmark, has invested in some of the most disruptive technology companies over the past 10 years, including Dropbox, Zillow, Uber, Twitter and Snapchat. He says that New York needs more iconic companies, and worries about the Wall Street influence on the New York tech community. Gurley noted that what really put Seattle on the map were companies he described as “four pillars” of the Seattle market ?- companies that people identify as being associated with Seattle: specifically, Microsoft, Starbucks, Amazon, and Costco. He says that all of these were originally venture-backed and have remained ?throughout the years. New York has the?entrepreneurs?and the engineers, says Gurley. Now the city needs its own “iconic” companies to put it on the map, as well. There’s no?precedent?for that here just yet, he adds. But when pressed on whether or not New York didn’t have “big” companies, Gurley admitted that VC’s think of DoubleClick as one of the big exits here, and more recently, he says, there was the exit of Connecticut-based job site Indeed. “[Indeed] had a great business model, a huge consumer brand…and they sold it,” scoffed Gurley. “I think in general, in the venture business we have this problem – this kind of anti-IPO attitude – that I think prohibits companies from hitting the long ball, but it seems like maybe that’s even more acute here.” Venture capitalists are dependent on huge home runs – big wins. He said the system dynamic in New York prevent companies from reaching that point. The mentality in New York is one that’s still associated with that found on Wall Street, Gurley said. That is, Wall Street is not loyal to companies, but is more focused on the dollars and bottom line. This can prevent companies from growing large, turning into the kind of iconic firms that could one day become pillars of the New York tech community, the way that Microsoft et al. have become?synonymous with Seattle. NKorea charges US man in plot to overthrow regime

PYONGYANG, North Korea (AP) ? North Korea announced Saturday that an American detained for nearly six months is being tried in the Supreme Court on charges of plotting to overthrow the government, a crime that could draw the death penalty if he is convicted.

The case involving Kenneth Bae, who has been in North Korean custody since early November, further complicates already fraught relations between Pyongyang and Washington following weeks of heightened rhetoric and tensions.

The trial mirrors a similar situation in 2009, when the U.S. and North Korea were locked in a standoff over Pyongyang's decision to launch a long-range rocket and conduct an underground nuclear test. At the time, North Korea had custody of two American journalists, whose eventual release after being sentenced to 12 years of hard labor paved the way for diplomacy following months of tensions.

Bae was arrested in early November in Rason, a special economic zone in North Korea's far northeastern region bordering China and Russia, according to official state media. In North Korean dispatches, Bae, a Korean American, is called Pae Jun Ho, the North Korean spelling of his Korean name.

The exact nature of his alleged crimes has not been revealed, but North Korea accuses Bae, described as a tour operator, of seeking to overthrow North Korea's leadership.

"In the process of investigation he admitted that he committed crimes aimed to topple the DPRK with hostility toward it," the state-run Korean Central News Agency said Saturday. "His crimes were proved by evidence. He will soon be taken to the Supreme Court of the DPRK to face judgment."

DPRK is the acronym for North Korea's official name, the Democratic People's Republic of Korea. No timing for the verdict issued at the austere Supreme Court in Pyongyang was given.

U.S. State Department spokeswoman Jen Psaki said the U.S. government is "aware of reports that a U.S. citizen will face trial in North Korea" and that officials from the Swedish Embassy in Pyongyang had visited Bae on Friday. She said she had no other information to share.

Because Washington and Pyongyang do not have diplomatic relations, the Swedish Embassy in North Korea represents the United States in legal proceedings.

Friends and colleagues described Bae as a devout Christian from Washington state but based in the Chinese border city of Dalian who traveled frequently to North Korea to feed the country's orphans.

At least three other Americans detained in recent years also have been devout Christians. While North Korea's constitution guarantees freedom of religion, in practice only sanctioned services are tolerated by the regime.

Under North Korea's criminal code, crimes against the state can draw life imprisonment or the death sentence.

In 2009, American journalists Laura Ling and Euna Lee were sentenced to hard labor for trespassing and unspecified hostile acts after being arrested near the border with China and held for four months.

They were freed later that year to former President Bill Clinton, who flew to Pyongyang to negotiate their release in a visit that then-leader Kim Jong Il treated as a diplomatic coup.

Including Ling and Lee, Bae is at least the sixth American detained in North Korea since 2009. The others eventually were deported or released.

"For North Korea, Bae is a bargaining chip in dealing with the U.S.," said Koh Yu-hwan, a professor of North Korean Studies at Dongguk University in Seoul, South Korea. "The North will use him in a way that helps bring the U.S. to talks when the mood slowly turns toward dialogue."

As in 2009, Pyongyang is locked in a standoff with the Obama administration over North Korea's drive to build nuclear weapons.

Washington has led the campaign to punish Pyongyang for launching a long-range rocket in December and carrying out a nuclear test, its third, in February.

North Korea claims the need to build atomic weapons to defend itself against the United States, which has 28,500 troops in South Korea and over the past two months has been holding joint military drills with South Korea that have included nuclear-capable stealth bombers and fighter jets.

Diplomats from China, South Korea, the U.S., Japan and Russia have been conferring in recent weeks to try to bring down the rhetoric and find a way to rein in Pyongyang before a miscalculation in the region sparks real warfare.

South Korean defense officials said earlier in the month that North Korea had moved a medium-range missile designed to strike U.S. territory to its east coast.

The Korean Peninsula remains in a technical state of war because the three-year Korean conflict ended in a truce, not a peace treaty, in 1953.

Working round-the-clock, rescuers have pulled more than two dozen survivors from the rubble of a Bangladesh garment factory that collapsed 4 days ago, killing some 350 people.

From within the wreckage, "We are still getting response from survivors though they are becoming weaker slowly," said Brig. Gen. Ali Ahmed Khan, the head of the fire services.

"The building is very vulnerable. Any time the floors could collapse. We are performing an impossible task, but we are glad that we are able to rescue so many survivors," he said.

The disaster is the worst ever for the country's booming and powerful garment industry, surpassing a fire five months ago that killed 112 and brought widespread pledges to improve worker-safety standards.

Let me try and simplify it for you:

1) What are you trying to make happen? Tell me in clear, concrete language. Use no more than three sentences my eight-year-old could understand.

2) What?s in your way? Tell me in the same clear language what?s holding you back. Some of these limiting factors will be known to you. Some won?t. Blind spots can trip up anyone. It helps to have an outside eye, ear, and heart.

3) Once we know what to do, what are we going to do first, second, third? Multi-tasking is a myth that makes you dumber and less efficient. Prioritize the stuff you?re trying to make happen. Delegate.

4) Brainstorm. Don?t let this trip you up.?What if money were no object? How would you solve your problem? Look outside your own business category ? has the HVAC industry already solved a similar problem? What about the amusement park industry? Google ?how to have a better brainstorming session.? And here?s how to double the output of your next session.

5) Do stuff. Go hard in the paint. Work your list.

6) Celebrate your progress with your team.?As I?ve said before, tell me about your last three company parties, and I will tell you about your company.

When we meet with new clients ? using our new, aforementioned good company wedgie thing ? this is also where we consider:

  • Your market size and potential.
  • Your competitors and how good they are and how they?re marketing.
  • Your business model.
  • Your team of superstars and not-so-superstars.
  • Your willingness to do the work.

Samsung's ATIV branding might not yet be a household name, but that could very well change, as the company has just announced a new naming scheme that places all of its Windows PCs under the ATIV umbrella. Entire galaxies feel the heat from newborn stars: Bursts of star birth can curtail future galaxy growth

Apr. 25, 2013 ? When galaxies form new stars, they sometimes do so in frantic episodes of activity known as starbursts. These events were commonplace in the early Universe, but are rarer in nearby galaxies.

During these bursts, hundreds of millions of stars are born, and their combined effect can drive a powerful wind that travels out of the galaxy. These winds were known to affect their host galaxy -- but this new research now shows that they have a significantly greater effect than previously thought.

An international team of astronomers observed 20 nearby galaxies, some of which were known to be undergoing a starburst. They found that the winds accompanying these star formation processes were capable of ionising [1] gas up to 650 000 light-years from the galactic centre -- around twenty times further out than the visible size of the galaxy. This is the first direct observational evidence of local starbursts impacting the bulk of the gas around their host galaxy, and has important consequences for how that galaxy continues to evolve and form stars.

"The extended material around galaxies is hard to study, as it's so faint," says team member Vivienne Wild of the University of St. Andrews. "But it's important -- these envelopes of cool gas hold vital clues about how galaxies grow, process mass and energy, and finally die. We're exploring a new frontier in galaxy evolution!"

The team used the Cosmic Origins Spectrograph (COS) instrument [2] on the NASA/ESA Hubble Space Telescope to analyse light from a mixed sample of starburst and control galaxies. They were able to probe these faint envelopes by exploiting even more distant objects -- quasars, the intensely luminous centres of distant galaxies powered by huge black holes. By analysing the light from these quasars after it passed through the foreground galaxies, the team could probe the galaxies themselves.

"Hubble is the only observatory that can carry out the observations necessary for a study like this," says lead author Sanchayeeta Borthakur, of Johns Hopkins University. "We needed a space-based telescope to probe the hot gas, and the only instrument capable of measuring the extended envelopes of galaxies is COS."

The starburst galaxies within the sample were seen to have large amounts of highly ionised gas in their halos -- but the galaxies that were not undergoing a starburst did not. The team found that this ionisation was caused by the energetic winds created alongside newly forming stars.

This has consequences for the future of the galaxies hosting the starbursts. Galaxies grow by accreting gas from the space surrounding them, and converting this gas into stars. As these winds ionise the future fuel reservoir of gas in the galaxy's envelope, the availability of cool gas falls -- regulating any future star formation.

"Starbursts are important phenomena -- they not only dictate the future evolution of a single galaxy, but also influence the cycle of matter and energy in the Universe as a whole," says team member Timothy Heckman, of Johns Hopkins University. "The envelopes of galaxies are the interface between galaxies and the rest of the Universe -- and we're just beginning to fully explore the processes at work within them."

The team's results will appear in the 1 May 2013 issue of The Astrophysical Journal.

Iraq gunmen storm small Sunni town near Baghdad

BAGHDAD (AP) ? Iraq's Defense Ministry says gunmen have taken over a small Sunni town north of Baghdad after clashes with security forces.

Thursday's statement says the gunmen have taken control of Suleiman Beg police station and deployed in the streets. The mayor of Toz Khormatu city to which Suleiman Beg is administratively annexed, Shalal Abdool, says security forces have laid siege and sporadic clashes occurred.

On Wednesday, fierce clashes between Iraqi soldiers and the gunmen in the town killed four soldiers and 12 others, including some gunmen. Abdool added that the gunmen suffered casualties on Thursday, but couldn't give numbers. The town is about 150 kilometers (90 miles) north of Baghdad.

The unrest followed a bloody incident involving soldiers and Sunni protesters on Tuesday that set off fighting in Sunni towns.

Precision agriculture promises to make farming more efficient and should have an important impact on the serious issue of food security, according to a new study published in Significance, the magazine of the Royal Statistical Society and the American Statistical Association. In an article about the study in the magazine's May issue, University of Reading Professor Margaret A. Oliver, BSc, PhD, assesses how there is potential to manage land more effectively to improve the farming economy and crop quality, and to ensure food security.

Spatial variation is at the core of precision agriculture and geostatistics. All aspects of the environment soil, rocks, weather, vegetation, water, etc. vary from place to place over the Earth. The soil, landform, drainage, and so on all affect crop growth, and these factors generally vary within agricultural fields. Farmers have always been aware of this situation, but have not been able to measure and map it in a quantitative way.

Measurement is now possible with the tools provided by geostatistics, which describes how properties vary within fields. This information is then used to predict values at places where there is no information for eventual mapping.

Geostatistics can also be used to design sampling of the soil and crops to determine what the soil needs to improve crop growth, in terms of crop nutrients, lime and irrigation, for example. This sample information is used for geostatistical prediction and mapping. Such maps can then be used by farmers for decision-making. Examples include where to apply lime in a field, where more water or drainage is needed, and what amounts of nutrients are required in different parts of a field. Precision agriculture will reduce the amount of fertilizers and pesticides used by applying inputs only where they are needed and in appropriate quantities.

"Precision agriculture will aid efforts to improve food security and also crop quality," Professor Oliver notes in the article. "It will also have a major effect on reducing adverse effects on the environment from agriculture."

Third recession since 2008 looms for UK

LONDON (AP) ? Recession may just be a word. But in Britain it may become a habit ? and a dangerous one at that.

It's possible that official figures on first quarter economic growth, to be released Thursday, could put the country back in recession, and tension is building.

Although economists on average expect growth of 0.1 percent on the quarter, they warn it would take the smallest statistical variation to put the figure in negative territory. That would place the country in recession, technically defined as two consecutive quarters of economic contraction.

Another recession ? the third since the 2008 financial crisis ? is already being referred to with foreboding in the media as a "Triple Dip." Experts warn that its confirmation would create a wave of negative media attention that would scare consumers away from spending, feeding into a vicious cycle that has the economy flat-lining.

"It's psychological ? this is all psychological," said Cary Cooper, a professor at Lancaster University Management School. "It's about the message that those figures send to consumers and small businesses."

The government desperately wants a strong number to justify its increasingly criticized policy of painful spending cuts. But recent indicators on Britain's economy, the third-largest in the 27-country EU after Germany and France, have been disappointing.

Inflation is rising, cutting into people's standard of living. Unemployment is up. Two international ratings agencies have downgraded the country's credit grade from the top level AAA, warning about the government's fiscal policies.

The government, which has long played on its AAA rating as a sign of its economic might, has been pursuing a harsh program of spending cuts and tax increases to reduce the budget deficit, which at 7.4 percent of annual economic output is more than twice the EU's 3 percent limit. Like many governments across Europe that have been scarred by the bond market turmoil that forced Greece and four other countries to need rescue loans, Britain is focusing on reducing debt quickly, even at the cost of short-term economic pain.

What some governments and economists are slowly realizing, however, is that they may have underestimated the damage such austerity would do.

There's long been pressure domestically in Britain to ease off the budget cuts, but in the past few days the International Monetary Fund also chimed in. The fund, whose views carry weight as it is involved in all of Europe's sovereign bailout programs, has pressured Treasury chief George Osborne to slow down the austerity measures in hopes of reviving the economy, whose output last year was worth 1.4 trillion pounds ($2.1 trillion at current exchange rates).

As the debate rages on, no other person than the national spiritual leader ? the Archbishop of Canterbury, Justin Welby ? has waded in and used a word no want wants to hear: Depression.

Welby has unusual standing in the world of money because in a previous life he served as an oil industry executive and now sits on the parliamentary banking standards committee. He told an audience at the heart of government in Westminster on Monday that there was an issue of confidence and trust ? and there is need to rebuild both.

"I would argue that what we are in at the moment is not a recession, but essentially some kind of depression and it therefore takes something very, very major to get out of it in the same way as it took something major for us to get into it," he said.

The Bank of England has cut interest rates to record lows and pumped money into the financial system in the hope that will encourage banks to lend money more cheaply. But the results have been mixed and experts say there is only so much a central bank can do to create jobs.

On Wednesday, the Bank of England and the Treasury extended until January 2015 a program to boost lending and help the economy. The program offers funding at low interest rates to banks on condition that those rates are passed on to small businesses and households. Its results so far have been mixed, however.

Even if the economy dodges recession, the daily reality for many Britons remains tough.

The Trussell Trust, a food bank network, said it fed more than 350,000 people in the year ending in March ? more than double the 128,000 served in the previous 12-month period. Tim Boyce, a retired investment banker who runs a south London branch, said he's seeing the people behind those numbers. Inside a frosty church that's opened its doors to the desperate, he watches as they come for emergency handouts of rice, pasta and beans.

"Most people don't realize the extent of poverty," he said as he sipped coffee to keep the edge off the chill. "It's hiding in plain view."

Take the cases of Kevin Bishenden, 50, and his wife, Nicola, 40. He's an upholsterer who says that no one wants to hire someone his age. She says she just can't find work. The only reason they aren't homeless is that Britain's welfare state manages to keep a roof over their heads.

But they've slowly been shedding all their possessions, together with memories of a past life. First a bike, then stuff from the kitchen. All the DVDs are going, though even Star Trek only gets you a few pennies. They've already sold their wedding rings.

He lamented a new council tax payment of 15 pounds ($22.80) that came into effect as part of government austerity plans. His exhaustion was plain as he tried to imagine paying for it.

"Where's that supposed to come from?"

Miss. River closed at Vicksburg after bridge hit

VICKSBURG, Miss. (AP) -- The Coast Guard closed the Mississippi River at Vicksburg after barges hit a railroad bridge there Sunday and about 30 barges broke free from the towboat "Captain Buck Lay."

Nine towboats ? six bound upriver and three heading downriver ? with a total of 134 barges were waiting to get through Sunday evening, Petty Officer Ryan Tippets said.

Every barge was accounted for, but the river remained closed with no word on when it might reopen. Tippets says three barges carried grain and the rest held coal.

"I haven't heard any word on how much of that has gotten into the water. I'm not sure which ones sank," he said.

One barge sank in the traffic channel, Tippets said. He did not know whether it must be removed before the channel can reopen, or when salvage was expected to begin.

He said two others were partly submerged and pushed against the bank, a third was pushed up on a river dike and the rest had been collected.

The Captain Buck Lay is owned by Memco Barge Line Inc., Tippets said.

American Electric Power Company Inc. bought Memco in 2001 from Progress Energy's Electric Fuels Corp. subsidiary, according to a statement on AEP's website. A call to an online listing for Memco in Chesterfield, Mo., was answered by a recording for AEP River Operation. A dispatcher there referred an inquiry to AEP during business hours.

FBI Missed Tsarnaev's Trip To Russia? - Business Insider

The FBI did not know that deceased Boston Marathon bomber suspect Tamerlan Tsarnaev went on a six-month trip to Dagestan and Chechnya, Russia?in 2012 because his name was misspelled, Sen. Lindsey Graham (R-S.C.) said Monday.

?He went over to Russia, but apparently when he got on the airplane, they misspelled his name, so it never went into the system that he actually went to Russia,? Graham said on Fox News, saying he spoke to an assistant director of the FBI.

Graham's comments, first reported by Politico, inform why the FBI failed to realize that the 26-year-old was a terrorism risk.

The F.B.I. interviewed Tsarnaev and his family in Boston after Russia's warning, but found no sign of terrorism activity at the time.?

Anzor Tsarnaev, the father of the suspected bombers, told The Wall Street Journal that FBI?officers visited him about 18 months ago to discuss Tamerlan's interests.

"They told me they were watching everything?what we look at on the computers, what we talked about on the phone," he said. "I said that's fine. That's what they should be doing."

The New York Times reports that the trip?did not seem?to radicalize?Tsarnaev, who had?already begun?practicing devout Islam. But it could have provided the FBI with further incentive to find indications of violent behavior.

?One of two things happened,? Graham said Monday on Fox News, ?the FBI either dropped the ball or our system doesn?t allow the FBI to follow this guy in an appropriate fashion. I think once the Russians made the request, the FBI did a good job of looking at him. The reason we didn?t know he went to Russia is because the name was misspelled.?

WEST, Texas (AP) ? On the first Sunday after a fertilizer plant explosion leveled much of a tiny Texas town, pastor John Crowder stood atop a long flatbed overlooking a hayfield and spoke to his congregation.

Crowder's First Baptist Church in West remains blocked off as investigators work on the scene of Wednesday's blast that killed at least 14 people and injured 200. So about 100 people sat in white folding chairs Sunday morning, while others carried their own.

"We have lost our friends and neighbors," Crowder told the audience. We have lost the safety and comfort of our homes. But as scary as this is, we don't have to be afraid."

Authorities have not yet identified what caused the blast, which was so powerful it registered as a small earthquake. Assistant state fire marshal Kelly Kistner said all fires have been extinguished at the explosion scene and the remaining fertilizer tanks at West Fertilizer Co. are not a danger.

The explosion destroyed about 50 homes and severely damaged a nursing home and other buildings nearby. Residents have taken in affected neighbors and volunteered around the clock.

Some of the people who attended Sunday's service wore T-shirts calling on others to "pray for West."

"Every time I close my eyes, all I can think about is the explosion," said Edi Botello, a senior at West High School. "People running around. People evacuating. There was one point I couldn't even talk. I just stuttered."

The town of 2,800 people was previously known in Texas for its deep Czech heritage ? from the designs of storefronts in the town center and the names of streets and businesses to the "Czech Stop" bakery selling kolaches and other pastries to drivers exiting Interstate 35.

At the largest Roman Catholic church in town, the Rev. Boniface Onjefu's congregation included firefighters and emergency workers who could be spotted in bright yellow jackets.

The explosion reportedly killed 10 first responders, many of them volunteer firefighters who came after initial reports of a fire at the plant. A memorial service for first responders is scheduled for Thursday on the campus of Baylor University in nearby Waco.

"I stopped at the nursing home," Onjefu said. "I noticed a lot of people trapped. I assisted. I prayed with some and held the hands of some that needed comfort. I saw him in the eyes of everyone."

"God heard our prayers and prevented another tank from exploding."

'Game Of Thrones' Episode 4 Of Season 3: What To Expect From 'And Now His Watch Is Ended' (PHOTOS)

Episode 4 of "Game Of Thrones" is going to be a big one.

The episode, titled "And Now His Watch Is Ended," will see the first truly epic moment of the show's third season. Fans of George R.R. Martin's book franchise, on which the HBO series is based, might know what's coming in, but here's what showrunners Dan Weiss and David Benioff told reporters during a conference call before the Season 3 premiere.

"We always knew it was going to be one of the big ones," Weiss said (via The Hollywood Reporter). "That was one of the scenes I remember reading it for the first time in the books and being so swept away by it. I remember thinking [that] if we could ever get this to series and we could ever get to season three, we'd actually be able to put that scene on screen."

Here's how HBO describes "And Now His Watch Is Ended," the fourth episode of "Game Of Thrones" Season 3:

The Night?s Watch takes stock. Varys meets his better. Arya is taken to the commander of the Brotherhood. Daenerys exchanges a chain for a whip.

As for Joffrey and Margaery Tyrell, played by Natalie Dormer, the actress recently told TV Guide, "The Tyrells have come and arrived at King's Landing, underestimating the situation. They think that they can control the Lannisters and can take them on. They're going to get a nasty shock." But, she added, Margaery still shouldn't be discounted." Margaery is not safe," Dormer told TV Guide. "She's trying to work out what makes Joffrey tick because if she can work out what makes Joffrey tick, she can control him. And not just control him in a nasty, manipulative way, but control him for the better of the kingdom."

Pat Toomey (R) of Pennsylvania and Joe Manchin (D) of West Virginia that would have made it harder for criminals and the mentally ill to legally buy guns at gun shows or over the Internet.

But in his comments, Mr. Obama also hinted at a distinct ?passion? gap between those who love guns and those who want to see more restrictions on gun ownership. Flanked by some Sandy Hook parents as well as former Rep. Gabrielle Giffords, a gun owner who barely survived an assassination attempt three years ago, Obama acknowledged that the 90 percent of Americans who, according to polls, support stronger background checks didn?t carry as much weight as impassioned gun supporters who have burned up the phone lines to Washington in opposition to any new federal gun control measure.

?An intense minority of gun owners intimidated senators,? Obama said.

The statement was an tacit admission that, even after several of the most traumatic mass shootings in American history in recent years, culminating in the massacre of 20 Sandy Hook first-graders and six staff in Newtown, Conn., last December, the dynamics of the gun control debate appear to have changed little.

After the Newtown shootings, that did not appear to be the case. Unlike other previous mass shootings, the Newtown massacre nudged public opinion toward increased gun control ? including an assault weapons ban, limits on magazine size, and expanded background checks ? giving the first opening in a generation for a major shift in how America, a nation with a clear gun violence problem, addresses gun ownership without infringing on the Second Amendment.

An AP-Gfk poll in January showed 58 percent of American in support of stronger gun laws. But as of this month, only 49 percent of Americans said the same thing.

The defeat was bitter for Obama, who had spent enormous political capital to shore up disparate antigun violence groups in order to put pressure on lawmakers. The failure of that strategy amounted to an ?unmitigated disaster,? as one senior Obama associate told the National Journal.

The defeat came after several emotional meetings with gun victims, including former Ms. Giffords and families of the Newtown victims. What became the centerpiece of the push to woo reluctant Republicans was a compromise amendment by Senators Toomey and Manchin, which expanded background checks for many gun sales.

Dust Storm in China and Mongolia

On April 17, 2013, a dust storm blew through parts of China and Mongolia. The Moderate Resolution Imaging Spectroradiometer (MODIS) on NASA?s Aqua satellite captured this natural-color image the same day.

Although not as rich in sand as the Sahara Desert or the Empty Quarter of the Arabian Peninsula, this region still counts among the most dust-prone parts of the world. The April 17 dust storm blew through the Gobi Desert and the Badain Jaran Desert, which is home to some of our planet?s most complex sand dunes. To the west (not visible in this image) is the Taklimakan Desert, a sandy, salt-rich desert that can also produce substantial dust storms. The dust in this image may have included fine particles from multiple deserts, picking up additional material is it moved.

Northern Hemisphere springtime brings the greatest frequency of dust storms to the Gobi Desert. Dust storms are most common in March and April.

College Move Out: What to Do with All That Perfectly Good Stuff

For college students, the end of the school year is near. Finals are being crammed for, summer adventures are being planned, job prospects are being explored, and move-out plans are being made. But, over the course of a year, in addition to collecting knowledge and memories, students have also accumulated a lot of stuff; stuff that many of them won?t take with them.

So where does all the excess stuff?we?re talking desks, lamps, vacuums, couches, clothing, electronics, etc.?go? Too often, it ends up in campus dumpsters. But students and schools with a mind for sustainability have created programs that provide alternatives to throwing perfectly good stuff away.

Across the country, there are campus collection and redistribution programs that divert goods away from the landfill and into the hands of people who can use them. Programs include Arizona State?s Ditch the Dumpster, University of New Hampshire?s Trash2Treasure, UConn?s Give & Go, Yale?s Spring Salvage, UC Santa Barbara?s GIVE Sale, San Francisco State?s Sustainable Move Out, and many more.

Some programs collect items and distribute them immediately to local nonprofits, some sell the goods and put the money into the community, and other programs store the collected items and sell them to returning students in the fall.

If you?re interested in starting a collection and redistribution program on your campus, there are a couple of ways to begin. The first is to start on a grassroots level. Talk to those around you, come up with a plan for collecting and distributing the collected goods, and make it happen on a person-to-person basis.

The benefit of this approach is that there are no administrative constraints. You can simply coordinate locally, collect and distribute. The downside is that, without administrative assistance, transportation, storage, and funding, all costs, marketing, and organizational requirements fall on you. This approach, while effective for diverting a small amount of stuff from the landfill, may be overwhelmed by the amount of stuff that is thrown out on a campus-wide level.

Perhaps the biggest challenge of collecting and redistributing items is storage. If you plan to redistribute the goods to returning students, you need a large storage facility to hold the collected items until the Fall.

?The problem is the delay,? says Hans Schoenburg, co-founder of Giftflow, who also founded a free store in New Haven, Conn. with items donated during a college move-out collection. ?No one?s buying furniture when everyone is moving out. But there?s enormous potential to do good with the stuff.?

One way around the storage issue is to distribute items immediately to local nonprofits and community centers. Another strategy is to set up, like Schoenburg and his team did, a free store that?s open to the community at large.

?Running the free store with the discarded stuff was a wonderful opportunity to build community and bring together people who wouldn?t have otherwise interacted," he says. "It?s a great way to build community around reuse and bring awareness to how wasteful we can be.?

Another way to go about starting a collection and reuse program is to get the administration behind you. While this approach may slow down the process as you?ll be in the world of proposals, budgets, and boards, the benefit is that with the administration?s help, the program can scale to a campus level. There may be funds available to hire a small staff, provide designated drop-off bins and trailers and pay for the transportation and storage of the items.

Kristen Lee, Yale?s 2013 Spring Sustainability Fellow, who is running the school?s Spring Salvage, emphasis the importance of working with the administration to actually get things done.

?If a student organization is looking to be successful in the long term,? she says, ?I would say support the interests of facilities management, or operations-type organizations within their college. If they?re met with open ears, the transportation and storage that that type of entity can provide is valuable. Don?t reinvent the wheel,? she continues. ?Work within the infrastructures that already exist.?

Starting or supporting a program that diverts reusable items from the landfill is a great way to conserve resources and draw attention to how much we waste. As Schoenburg says, ?The biggest problem with a lot of waste is that it goes out of sight, out of mind. We become unconscious of it. An effort to reuse and recapture,? he continues, ?also brings awareness to the act of wasting itself.?

Tips for Starting a Collection & Reuse Program

The Basics: Have designated donation days and areas then transport the items to a central location to be sorted and either stored or distributed.

Teamwork: ?When 9,000 students leave campus in the course of a week, you have to be on top of your game,? says Elizabeth Kather, who is part of ASU?s Ditch the Dumpster team. ?You need a dedicated team?one that can be nimble as things change and react quickly to the needs of the program.?

Start Early: If you want to make the project sustainable, you have to start early. Charles Zhu who started Yale?s Trash to Treasure program says, ?Start as a freshman or sophomore and start building a community around this idea. That?s the only way you can sustain this idea for years afterward.?

Find Support: Partner with both the administration and also student organizations. Kather says, ?We work hard to get other student organizations involved...Our team is very diverse and involves facilities, custodial, sustainability student organizations, university housing and our partner in donations and giving, Swift Charities for Children.?

Close the Loop: To minimize the amount waste being created, try to put the stuff back into the community it came from. Ideally, this means providing the goods for reuse on campus, but logistics may necessitate putting them into the larger community.

Scalability: Zhu advises, ?Look for solutions that can be scalable across the country. So often, you see these programs have a spurt of growth for a couple of years then they just fall apart after the original students graduate.?

Get Creative: In addition to storing and selling items back to students in the Fall, Zhu?s Trash to Treasure program stored stuff for students who didn?t want to get rid of it but had no way to transport it. His solution was to park four large trailers on a vacant parking lot and store things that students wanted to have back in the Fall.

Do Something: As Kather says, ?Start small, but start something. There is too much going into landfills and trash collection that can be reused or recycled. College students want to make a difference and just need an outlet.?
