Syrian rebels: 170 regime tanks mass near major city

ANTAKYA, Turkey - Syrian helicopter gunships reportedly?bombarded a strategic town in northern Syria overnight and tanks moved close to the commercial hub and its largest city Aleppo, rebel fighters said on Friday.?

Meanwhile, anti-regime groups reported what one called a "hideous massacre" in Douma, outside of Damascus, and distributed a video and photograph purportedly showing the aftermath of a killing that left more than 50 dead, including women and children. ?Journalists do not operate freely in Syria so there was no way of confirming the report.?


A senior rebel officer said around 170 Syrian tanks had assembled at an infantry school near the village of Musalmieh northeast of the city of Aleppo, just 19 miles from the Turkish border but were keeping?well clear of new Turkish air?defenses?installed to curb Syrian action near its frontiers.

"They're either preparing to move to the border to counter the Turkish deployment or attack the rebellious (Syrian) towns and villages in and around the border zone north of Aleppo," General Mustafa al-Sheikh, head of the Higher Military Council, a grouping of senior officers who defected from Assad's forces,?told Reuters by telephone from the border.?

Turkey sends military convoys toward Syrian border

Omar Abdallah, an activist in Idlib coordinating with the Free Syrian Army said: "After taking hits in rural Aleppo and Idlib, the army is re-grouping ... There is speculation that these forces intend to ring Aleppo starting July 1."?

Turkish commanders inspected the missile batteries deployed on the border region on Thursday following Syria's shooting down of a Turkish warplane a week ago, which has sharply raised tensions between the two nations.?

Massacre?
Meantime, Syrians in the besieged city of Douma wrapped mangled and bloodied corpses in white burial shrouds early on Friday, according to video posted online.

"A massacre has been committed in the city of Douma, killing more than 50 in this bloody day, where Assad mafias and death squads launch aggressive attacks, bombardment of the city, and executions," U.S.-based anti-Assad Syrian Expatriates said a statement.?

A bomb targeting Syria's highest court has exploded in Damascus. NBC's Bill Neely reports.

Douma is predominantly Sunni community that has become as a focus of resistance to the Assad government.

The group gave details for the killings of 10 members of the same family, including four chidren, their mothers and grandmother. ?More than 200 were wounded, the group said.?

The British-based Syrian Observatory for Human Rights said 190 people, including 125 civilians, were killed on Thursday throughout the country.

The United States, Britain and France have said that Assad is responsible for the violence, which the United Nations estimates has killed at least 10,000 people, and is no longer fit to govern. Russia and China, however, reject what they describe as Western calls for "regime change."?

A strong explosion rocked the Syrian capital near a busy market and the Palace of Justice. Msnbc.com's Richard Lui reports.

Turkish deployments?
The Turkish deployments, a graphic warning to President Bashar al-Assad, coincide with rising violence across Syria and increasingly urgent international efforts to forge a peace deal as the nation slips into full-blown war.?

As the Turkish-Syrian dimension ratcheted up further pressure, peace envoy Kofi Annan said on Friday he was "optimistic" that crisis talks in Geneva on Saturday would produce an acceptable outcome, which has so far proved elusive.?

Turkey to help 'liberate the Syrians from dictatorship'

Regional analysts said that while neither Turkey nor its NATO allies appeared to have any appetite to enforce a formal no-fly zone over Syrian territory, Prime Minister Tayyip Erdogan had made it clear Assad would be risking what he called the 'wrath' of Turkey if its aircraft strayed close to its borders.?

Recently, there were clashes close to the border between Syrian forces and rebels. Last weekend, Damascus said "terrorists" infiltrating from Turkey were killed and there have been reports of Syrian forces shooting into camps for refugees in Turkey.?

Turkey, sheltering some 34,000 Syrian refugees and providing bases for the rebel Free Syria Army (FSA), is in the forefront of the efforts to bring down Assad.?

Syrian President Bashar al-Assad told his newly appointed cabinet that a real "state of war" exists in the country and directed them to direct all its efforts toward vanquishing the uprising against him. ITV's Bill Neely reports.

Syrian tanks mass?
Rebel sources in Turkey's Hatay region said Assad's helicopters attacked Saraqeb, a strategic town deep in Idlib province, but kept away from the area directly along the Turkish border in the rural regions of Idlib and Aleppo provinces.?

Neither Turkey, which fears a local clash escalating into a regional sectarian conflagration, nor Syria, has any interest in a confrontation on their shared border.?

Ankara, which has the second biggest army in NATO, called an emergency NATO meeting after its warplane was shot down.?

Turkey has in the past talked about creating a humanitarian corridor on Syrian territory if refugee flows became dangerously unmanageable or the scale of killing in Syria became intolerable. But it had always said this would require international endorsement.?

"NATO just doesn't look like it's in the mood," David Hartwell, Middle East analyst, IHS Jane's, said. "What you might get is the Turks forcing a de facto no-fly zone."?

Erdogan announced earlier this week that he had issued new rules of engagement to his border troops and said any Syrian military elements approaching Turkish borders and deemed a threat would be treated as a target. But he failed, perhaps deliberately, to specify how close Syrian forces could come to the border before becoming vulnerable.?

"The Syrians might accept a very narrow zone along the border. Syria will remain very reluctant to get involved in any conflict with Turkey. They would be up against a very serious military foe," Malcolm Chalmers, research director at Britain's Royal United Services Institute, said.?

The world has been accused by Syrian opposition activists of inertia over the bloodshed. Diplomacy has failed to produce agreement between Western powers, backing the opposition, and Russia, which has used its U.N. veto to block Western and Sunni Arab moves to drive Assad from power.?

Blazers choose Lillard & Leonard in NBA Draft

The Portland Trail Blazers didn't pull any early surprises in the NBA draft, filling needs with guard Damian Lillard and center Meyers Leonard.?

The Blazers took Lillard out of Weber State with the sixth pick before selecting the 7-foot-1 Leonard out of Illinois with the 11th on Thursday night.?

It was the first time that Portland had two lottery picks in the draft. The Blazers got the sixth pick in a trade with the Nets at the March deadline for forward Gerald Wallace.?

The Blazers, known for draft-night drama in recent years, had earlier targeted a point guard and center at the top of their wish list for the offseason.?

Lillard, a two-time Big Sky Conference player of the year, averaged 24.5 points, five rebounds and four assists as a junior with the Wildcats before declaring early for the draft.?

The 6-foot-3 guard had a solo workout with the Blazers earlier this month and reportedly dined with Portland owner Paul Allen afterward.?

Lillard is the first player from Weber State to be drafted since Willard Sojourner was taken in the second round -- 20th overall -- by the Chicago Bulls in 1972.?

The most recent player from Weber State to play in the NBA was Eddie Gill, who played in six games for the Milwaukee Bucks in 2008-09.?

Leonard averaged 13.6 points and 8.2 rebounds per game as a sophomore last season before he also declared early for the draft. He led the Big Ten with an average of 1.9 blocks per game.?

Portland also had the 40th and 41st picks on Thursday night.?

The draft picks were the Blazers' first significant moves involving new general manager Neil Olshey, hired earlier this month to make over the team.?

Olshey spent nine seasons with the Clippers, and last season oversaw a roster revamp that included the acquisition of Chris Paul, Caron Butler and Chauncey Billups, and the re-signing of DeAndre Jordan. As a result, the invigorated Clippers finished 40-26 and reached the second round of the playoffs.?

Portland finished last season 28-38 and out of the playoffs for the first time in four years.?

Portland has a history of making news in the draft. Last year the team made two significant trades, sending guard Andre Miller to Denver in exchange for Raymond Felton, and trading Spanish swingman Rudy Fernandez to Dallas.

"What we're seeing is a window into what?global?warming?really looks like,"?Princeton University's?Michael Oppenheimer?said during a telephone press briefing. In?Colorado,?wildfires?that have raged for weeks have killed four people, displaced thousands and destroyed hundreds of homes. Because winter snowpack was lighter than usual and melted sooner, fire season started earlier in the U.S. West, with?wildfires?out of control in?Colorado,?Montana?and?Utah.

The high temperatures that are helping drive these fires are consistent with projections by the U.N. Intergovernmental Panel on Climate Change, which said this kind of extreme heat, with little cooling overnight, is one kind of damaging impact of?global?warming.

Others include more severe storms, floods and droughts, Oppenheimer said.

The stage was set for these fires when winter snowpack was lighter than usual, said?Steven Running, a forest ecologist at the?University of Montana.

Campaign launched for asteroid-hunting telescope

Leaders of the nonprofit B612 Foundation today took the wraps off a campaign to fund and launch a space telescope to hunt for potential killer asteroids?? a campaign they portrayed as a cosmic civic improvement project.

Former NASA astronaut Ed Lu, the foundation's chairman and CEO, estimated that hundreds of millions of dollars would have to be raised to fund the project, but said he was "confident we can do this."

"We've been at this particular project for a year now," Lu told me in advance of today's campaign kickoff at the California Academy of Sciences' Morrison Planetarium in San Francisco. "We have people who are internationally well-connected, and we have a message that we think resonates with people ranging from large donors to perhaps half a million kids worldwide."


The foundation's aim is to identify and map the orbits of half a million asteroids that are on trajectories approaching Earth over the course of five and a half years, using a spacecraft that's launched into a Venus-type orbit on a SpaceX Falcon 9 rocket in the 2017-2018 time frame.

Apollo astronaut Rusty Schweickart, B612's chairman emeritus, said the task could be key to humanity's long-term survival.?"We feel a certain urgency to get on with it so that we can be confident that we're not going to have a cosmic disaster here for no good, justifiable reason, just because we didn't get with it," he said in a statement. "So let's get with it. That's the name of the game."

What's the risk?
The potential risk posed by near-Earth asteroids was highlighted earlier this month when a kilometer-wide (0.6-mile-wide) asteroid called 2012 LZ1 sailed within 3.3 million miles (5.3 kilometers) of our planet, just a few days after its discovery. If a rock that big were to hit Earth, it could end civilization as we know it. Smaller asteroids, around 40 meters (130 feet) in diameter, could set off atom-bomb-scale explosions?like the 1908 Tunguska impact, which flattened 500,000 acres (2,000 square kilometers) of forest in Siberia.

Ground-based telescopes and space probes such as the NASA's now-defunct Wide-field Infrared Survey Explorer have found thousands of near-Earth asteroids, including an estimated 90 percent of the planet-killers measuring a kilometer or more wide. But there are hundreds of thousands more yet to be found in the Tunguska-or-bigger range.

The B612 Foundation, which takes its name from the asteroid that was home to the main character in a children's book titled "The Little Prince," was formed in 2002 to advocate strategies for deflecting potentially hazardous asteroids. A little more than a year ago, the foundation decided to shift its focus to mapping the inner solar system.

"Over the years it became clear that deflecting asteroids is a solvable technical problem as long as there is adequate early warning (decades of notice)," the foundation said in a briefing paper. "It also became clear that the job of tracking asteroids to provide early warning was not going to be accomplished by others in a timely fashion."

What's the mission?
To track more asteroids, the foundation proposes launching the Sentinel Space Telescope, a 1.5-ton, 25-foot-tall (7.7-meter-tall) observatory that draws upon design features from NASA's Spitzer Space Telescope and Kepler planet-hunting probe. Ball Aerospace was involved in both those earlier space projects, and would be the prime contractor for the Sentinel. The craft would carry a 20-inch (50-centimeter) telescope with an infrared imager.

Lu said the telescope's design has been nearly completed under the leadership of mission director Harold Reitsema, an astronomer who recently retired from Ball Aerospace. Negotiations are currently under way with Ball Aerospace on a fixed-price contract to build the Sentinel, Lu said. He declined to be specific on the mission cost because of those negotiations.

The mission plan calls for the craft to be launched on a Falcon 9 into a slightly elliptical orbit between Earth and Venus. From that vantage point, the Sentinel could look out toward the vicinity of Earth's orbit with the sun behind it?? which would be ideal for spotting space rocks like 2012 LZ1. Image data would be beamed down to NASA's Deep Space Network and passed along to the mission's data operations center at the Laboratory for Space Physics in Boulder, Colo. Newly identified asteroids would be reported to the International Astronomical Union's Minor Planet Center, in accordance with existing procedures, and the orbital data would be analyzed by NASA's Jet Propulsion Laboratory to assess potential hazards.

The B612 Foundation said it signed a Space Act Agreement with NASA on June 19 in support of the mission. The foundation has also been in contact with SpaceX's engineers to discuss technical details for the anticipated launch, Lu said.

What are the chances?
The fund-raising challenge could be as daunting as the challenges associated with spacecraft development. But Lu said the success of SpaceX's commercial resupply mission last month boosted his confidence that a non-governmental space effort could be successful. After his 2007 retirement from NASA's astronaut corps, Lu worked for three years as a Google executive, and he was inspired to go forward with the Sentinel project when he returned to Google's Silicon Valley headquarters to give a talk.

"I told them the essential problem was that nobody is mapping the asteroids," he recalled. "One of the guys there said, 'Why don't you just go and do it?' ... And then we said, 'Hey, maybe we can.' It was eye-opening to me to see how commonplace these types of fund-raising projects are."

Lu pointed out that the estimated cost of the mission, amounting to a few hundred million dollars, was comparable to the cost of building a performing arts center, a museum, or a planetarium like the one where today's briefing was being held. The San Francisco Museum of Modern Art, for example, has raised more than $437 million in its current capital campaign. "There are 50 to 100 projects larger than ours going on at any time in the United States, and nobody bats an eye," he said.

He also recalled that many of the world's best-known observatories, including the Palomar Observatory, the Lick Observatory and the Keck Observatory, were built with private financing. "I think of this as following in the precedent of large ground-based telescopes, from a funding standpoint," Lu said.?

It would be nearly unprecedented, however, to mount a space mission exclusively with private donations. The nonprofit Planetary Society and Cosmos Studios tried to do so in 2005 when they financed the launch of the Cosmos 1 solar sail on a Russian submarine missile ??but that $4 million mission failed, and the follow-up LightSail 1 mission has not yet been launched.

NASA looked into launching an asteroid-hunting probe years ago, but never went forward with the mission because it was deemed too expensive. The cost was estimated at $500 million nine years ago, Tim Spahr, director of the Minor Planet Center, told The Associated Press.

Spahr questioned whether enough could be raised for the Sentinel project, given the state of the economy. "This is a hard time," he told AP.

The B612 Foundation's list of directors and advisers include some well-known names in the fields of fund-raising and venture capital, such as Dick Bingham, Geoff Baehr, Esther Dyson, Alexander Galitsky and Steve Jurvetson. Other members of the "B612 Founders Circle" include Google senior vice president Alan Eustace, Broadcom President/CEO Scott McGregor and Reddit CEO Yishan Wong. In the end, fund-raising power may be as essential for the Sentinel's successful liftoff as SpaceX's Falcon 9 rocket.

Google I/O, the search engine giant's annual developer conference is taking place in San Francisco, California this week. The show kicks off today, with a keynote event, and I'm here to report live on all that we're expecting Google to unveil,?including its latest and greatest mobile operating system, a new tablet and more.

Here's what we think might be announced.

Android Jelly Bean
Jelly Bean is the code name for latest version of Google's popular mobile operating system. Even though the rumor mill has been steadily churning out little tidbits about this new Android build here and there, we don't really know too much about it.

Word is that Jelly Bean's alternate label is Android 4.1 ??rather than Android 5.0 ??and that it is full of little tweaks, instead of being a total revamp of Ice Cream Sandwich.

It's believed that Jelly Bean will bring improved battery life, a better search function, a native Chrome browser, and something dubbed Google Assistant ??an Android-flavored counterpart to Apple's Siri.

Nexus (7?)?tablet
We've been hearing that Google and hardware maker Asus are working on a tablet for quite a while, and documents discovered by Gizmodo Australia seemingly support everything we think we know about this device.

The documents ??which are allegedly an instruction manual of some sort ??detail that the tablet will be called the "Nexus 7" and that it will be a 7-inch device, with a 1.3Ghz quad-core Tegra 3 processor, GeForce 12-core GPU and 1GB of RAM. The tablet will supposedly?come in 8GB and 16 GB versions, which will be priced at $199 and $249, respectively.?

(Observant sci-fi lovers will note that while the "7" could indicate the screen size, Nexus 7 is the the model of replicant that Deckard himself is suspected of being, in the classic "Blade Runner.")

Chrome OS
Google's been revamping the Chrome OS, particularly its look, and it would make sense if the company were to bring it closer to Android. After all, Apple and Microsoft have taught us that there's something appealing about unified mobile and desktop operating systems, especially as this desktop OS hasn't exactly taken off.

Google Cloud
Google introduced Google Drive, its long-anticipated cloud-storage service, about two months ago.?It wouldn't be surprising if the search engine giant talked about how it plans to integrate the technology into future services or apps.

Google Maps for iOS
As you may know, Apple has ditched Google Maps in iOS 6. Many are hopeful that Google will announce an iOS app which will allow them to continue easily accessing Google Maps in the future. In theory, such an app could include an offline feature similar to the one now offered to Android users.

Google TV
Google TV hasn't been a big hit so far, but Google might be looking to mix things up. How the search engine giant might go about doing that is anybody's guess at the moment ? there could be new hardware, a revamped interface and?appealing content partners. One such partner was announced today: Sirius XM, with its star Howard Stern, will turn up in an app for Google TV.

Google Glass
Google's been pretty shy about showing off its augmented reality glasses, which are part of something dubbed "Project Glass," but perhaps it'll grant developers a closer look at the technology this week.

UN report on Haiti rape shows few prosecutions

PORT-AU-PRINCE, Haiti (AP) ? The prosecution of rape cases in Haiti remains bogged down, and justice is rarely served, the United Nations mission in the impoverished country said in a report released Tuesday.

The study by the U.N.'s human rights section in Haiti, carried out with the cooperation of police and judicial officials, examined a sample of 62 rape complaints filed over a three-month period in 2010 at five of the busiest police stations in the metropolitan area of Port-au-Prince. The U.N. report noted the sample was small compared with about 500 rapes recorded in the capital for all of 2010 by local women's organizations.

None of the 62 rape complaints went to trial more than a year after they were filed with police, the U.N. report said.

The government prosecutor's office in Port-au-Prince reviewed only 25 of the 62 cases, and ordered the judicial authorities to investigate 11 of them.

Four of the 11 cases were dismissed, while the rest remain under investigation. As of December 2011, only one the 62 cases in the sample period had been referred for trial, but the trial had not begun.

The U.N. report found other concerns.

Prosecution proved difficult in part because there was no accurate information on rape cases in Port-au-Prince. There is no national database that documents cases of sexual violence, which means that data from the government, aid groups and U.N. sources are not comprehensive.

The report's authors said many records were destroyed in a devastating 2010 earthquake, which toppled thousands of buildings, including government offices and police stations. Advocacy groups have expressed alarm over what they say has been an unusually high number of rapes in the spontaneous settlements that sprang up in the capital and other cities in the quake's aftermath.

The U.N. report's authors said police and judicial authorities lack even the most basic resources to do their jobs, such as computers, vehicles and furniture.

They also noted that police officers don't always tell rape victims that they should try to obtain a medical examination within 72 hours after an attack.

But the U.N. report recommends that government officials ensure that police and judicial authorities understand that a medical certificate is not required to file a rape case. In Haiti, it is often difficult for rape victims to obtain medical records because they cannot pay for transportation or may fear retaliation.

The report also recommends that the government set aside more money to agencies helping women such as the Ministry of Women's Rights. Only 1.4 percent of the national budget was allocated to the ministry in the proposed budget for 2011-2012.

A spokesman for the Haitian National Police couldn't be immediately reached, and the government's press office didn't immediately response to a request for comment.

Video: Flying robot swarm wows at Cannes

The performance of a flying robot swarm at a creativity festival in France has echoes of the highly-coordinated human theatrics that kicked off the summer Olympics four years ago in Beijing.?

The difference here, of course, is that real-life robots, not humans, are the performers.

The robots are quadrotors ? helicopters with four rotors. Their coordinated performance, which gets increasingly complex and mesmerizing as the show goes on, was choreographed by KMel Robotics and Marshmallow Laser Feast.

The most recent performance was the opening ceremony for the Saatchi & Saatchi New Directors? Showcase at the Cannes Lions International Festival of Creativity.KMel Robotics was founded in late 2011 by Alex Kushleyev and Daniel Mellinger, recent graduates of the University of Pennsylvania?s GRASP Lab.?

The duo is also responsible for this video showing nine quadrotors playing the James Bond theme.?

While KMel Robotics promises more information on this project soon, we can surmise a bit more on how they pulled off the performance with a look back at the James Bond playing stunt. Innovation Daily reported:?

The secrets to their smooth, graceful movement are their small size, four rotors and smart on-board processor. By moving each rotor at different speeds, the bots can tilt and turn. Their processors decide the swiftest, smoothest path from Point A to Point B, then send out commands to the rotors 600 times a second.

In a swarm, the robots can also monitor where they are compared to their neighbors. It's important that each robot does this by itself, as it would be too difficult to have one central computer controlling each robot as it flies.

When not showing off their artsy side, the machines could find work scoping out dangerous settings such as buildings after an earthquake or a radiation leak.?

We?ve also seen a quadrotor that keep people motivated on their daily runs. Maybe there?s an idea in there for the opening ceremony for the summer Olympics this July in London??

A new study published today in the Journal of the American Medical Association (JAMA) found that the federal government made about $13 billion in duplicative payments to provide health-care services to veterans who were simultaneously enrolled in Medicare Advantage plans from 2004-2009. The study was conducted by researchers at Brown University, VA Palo Alto Medical Center and the Institute for Population Health Improvement at UC Davis Health System.

Some veterans are entitled to health-care coverage through both the U.S. Department of Veterans Affairs Health Care System and Medicare. But under current law, the federal government often ends up paying twice for care of veterans when they are also enrolled in Medicare Advantage managed-care plans. And with the growing popularity of Medicare Advantage plans among all seniors, including veterans, the annual duplicative costs are rising. Nearly 30 percent of Medicare beneficiaries are now enrolled in Medicare Advantage plans.

"These 'dual eligible' veterans earned the right to receive care through both VA and Medicare, but that does not mean that the government has to pay twice for their care," said Kenneth W. Kizer, a former VA Under Secretary for Health and now a professor and director of the Institute for Population Health Improvement at the University of California, Davis, Health System."The problem could be fixed without reducing benefits to veterans."

"Duplicative costs occur because of way the federal government pays for Medicare Advantage services for veterans, not because veterans are receiving unnecessary care or doing anything wrong," he added.

Veterans who are disabled or over age 65 and have been paying into the Medicare program are eligible for Medicare just like any other American. Veterans who live far from a VA hospital or clinic may especially rely on Medicare coverage for acute or emergency care. But unlike the traditional Medicare fee-for-service program, Medicare Advantage plans are paid in advance to provide all needed care for the beneficiary. If the person enrolled in the Medicare Advantage plan then gets his or her medical care in another federal health plan such as the VA, it means that the federal government has paid twice for care of the same person. Most of the Medicare Advantage plans are for-profit health plans.

To assess duplicative costs, the researchers conducted a comprehensive review of VA and Medicare records for more than 1 million veterans over a 6-year period. The researchers found that 61 percent of doubly-covered veterans used both VA and Medicare Advantage coverage, with 10 percent of dual-eligible veterans receiving all their health care from the VA. That is, 10 percent of these dual eligible veterans received all their health care from the VA despite Medicare paying the Medicare Advantage plan to provide those services. About 4 percent of the dual-eligible veterans sought no care from Medicare Advantage or the VA, and 35 percent used Medicare only.

The number of veterans doubly covered by Medicare Advantage and the VA has risen nearly 53 percent in recent years, from 485,651 in 2004 to 924,792 in 2009. The yearly federal spending in the VA for these dual-eligible veterans rose from $1.3 billion in 2004 to $3.2 billion in 2009. The costs to take care of Medicare Advantage beneficiaries now amounts to 10 percent of the VA's budget for medical care.

But Kizer believes the government can eliminate the duplicative spending without reducing care for veterans by changing the way that Medicare Advantage payment rates are calculated or by changing the law so that the VA could bill Medicare Advantage plans for care that it provides to veterans, as is currently the case with private insurance plans. While the VA may bill private insurers, the law does not allow VA to bill Medicare or Medicare Advantage plans.

"In light of the severe financial pressure facing the Medicare program, policymakers should take steps to identify and eliminate redundant expenditures such as found in this study," Kizer said.

Peripherals maker Satechi has introduced the Portable Energy Station, a 10,000 mAh battery that'll solve some of your power woes on the go. The 1 Amp USB port will recharge nearly all of your smartphones and PMPs, while a second 2 Amp port will maintain pace with your iPad or other hefty tablet. Despite that capacious battery, it's a slender 7.4 ounces and should tuck neatly into your bag -- once you've picked it up for $50, that is.
