So he said to me that before I buy the pair of cushty shoes, I should know what my foot type is. A stretch of Bank Street dominated by low-rise plazas, parking lots and heavy automobile traffic could be changed into a more diverse, interesting, multi-use neighbourhood through implementation of a Community Design Plan, says a report being presented to Planning Committee.
The Bank Street Community Design Plan, which covers a 3.2-kilometre stretch of Bank Street between the Rideau River and the CN tracks south of Walkley Road, calls for three nodes of intensive transit-oriented redevelopment with taller buildings housing commercial, office and residential uses. This transformed area would be supported with new facilities for pedestrians and cyclists, and some new greenspace. These three live, work and play development nodes are at Billings Bridge, Bank Street and Heron Road, and Bank Street and Walkley Road.
The plan aims to encourage development over the next 20 years that is pedestrian oriented, with stronger linkages to transit and containing a mix of uses. The area in this study, 101 hectares, is in three City wards: River Ward, Capital Ward and Alta Vista Ward.
Changes based on the Community Design Plan would provide zoning certainty to property owners who would not have to seek rezoning for their land. If Planning Committee and City Council approve the plan and zoning, property owners would simply secure site plan agreements and permits before building.

HOUSTON (AP) ? El Paso Corp. says it is selling its oil and gas exploration and production business to an investor group for $7.15 billion.
The deal announced Friday calls for El Paso to sell EP Energy Corp. to affiliates of Apollo Global Management LLC, Riverstone Holdings LLC and Access Industries Inc., among others.
The transaction is subject to the closing of Houston pipeline company Kinder Morgan Inc.'s proposed acquisition of El Paso for $20.7 billion.
That deal is expected to close in the second quarter of this year, as is the sale of EP Energy.
Kinder Morgan plans to use most of the proceeds of the EP Energy sale to pay down debt it has taken on to fund the El Paso acquisition.

Insurance Commissioner Touts Drop in Motor Vehicle Thefts - Auto ...
FBI data show that the annual number of motor vehicle thefts in Louisiana fell by more than a third between 2006 and 2010, a trend the state commissioner of insurance says could result in dropping prices for comprehensive coverage in the state.
In 2006, there were more than 15,600 vehicles stolen statewide. By 2010, that number declined to about 9,890?a drop of about 37 percent.
The reductions reflected in the 2009 and 2010 numbers were the most prominent, with each of those years? annual theft volumes posting double-digit drops from the previous year.
Between 2009 and 2010, the drop was 15.6 percent.
Louisiana ranks right around the middle when compared with theft rates from other states, and its rate is just slightly higher than the national average.
In 2009, there was on average 1 theft for every 167 cars registered in the state. The nationwide average was 1 theft for every 169 registered vehicles.
Possible Implications for Comprehensive Policy Prices
It?s not clear how many owners of the 9,890 vehicles stolen in 2010 were compensated for their losses.
The only type of Louisiana car insurance that protects car owners against vehicle theft is comprehensive coverage, and motorists in the state are not required to add that optional coverage type to a policy.
The majority of motorists who buy policies in the state do end up opting to buy the optional coverage?about 74 percent of policies issued in 2009 included comprehensive coverage, according to the National Association of Insurance Commissioners (NAIC)?but those without it are left without any compensation for their lost property if their cars are stolen.
NAIC data show the average price of comprehensive coverage in the state was about $212 in 2009.
Commissioner Jim Donelon said in his announcement that the average price may be lowered in the long run because of lower theft volumes.
?This is good news for everyone with comprehensive auto insurance since motor vehicle theft is one of the several determining factors considered by insurance companies when setting auto insurance premiums,? Donelon said in a statement.
But not all Louisiana consumers should be counting on a price break.
Though FBI statistics may show a decline statewide, some insurers will feel that decline more than others. And insurers tend to price policies based on smaller, regional data sets rather than look at general, statewide statistics.
In addition, increases in weather-related claims, for example, have the potential to wipe out positive trends like drops in theft rates.

Blues legend Johnson could get highway honor
JACKSON, Miss. (AP) ? The Mississippi House has voted to name part of Interstate 55 for blues great Robert Johnson, whose most famous song is about a crossroads.
House Bill 166 would designate a 13-mile stretch in Copiah County as the Robert L. Johnson Memorial Highway. Johnson was born in the county in 1911.
Legend says Johnson gained extraordinary guitar skills by selling his soul to the devil at a crossroads. Some versions name that corner as U.S. highways 49 and 61 in the Mississippi Delta, some 200 miles north of Copiah County.
Despite a short life, Johnson influenced later musicians such as Eric Clapton and the Rolling Stones.

San Diego jurors told corpses were soaked in acid
SAN DIEGO (AP) ? Two members of a breakaway Mexican drug gang dissolved their victims' corpses in vats of acid in a gruesome display of Mexican cartel tactics played out on U.S. soil, a prosecutor told jurors.
The defendants held two kidnap victims in the master bedroom of an average San Diego home as ransom payments were negotiated, said Mark Amador, a San Diego County deputy district attorney. After being dragged downstairs and strangled to death in June 2007, the bodies were placed in two 55-gallon barrels of fluids.
Attorneys for the defendants ? Jose Olivera Beritan, 38, and David Valencia, 41 ? were scheduled to make opening statements Thursday.
A cooperating witness eventually led investigators to Valencia's San Diego ranch, where they discovered bones, teeth and body remains that appeared like brownish gelatin, Amador told jurors in his opening statement Wednesday.
The technique of dissolving bodies in liquid is common among warring Mexican cartels but extremely rare on U.S. soil. It allows for evidence to be destroyed.
"This is not typical. This not normal. This is extraordinary ? here, at least," Amador said.
Amador said the liquids are typically made of supplies that can be purchased at stores. Jurors were shown photos of three boxes of muriatic acid found in one holding house in Chula Vista, a San Diego suburb.
Beritan and Valencia are charged with murdering and kidnapping two people in San Diego, while Beritan is charged with a third murder. They are the first to go on trial among 17 people who were indicted in 2009 in what authorities said was a campaign by a Mexican drug gang to export its violent ways to the United States.
Beritan is also charged with an attempted kidnapping in January 2007. The victim was allegedly abducted in a San Diego suburb by assailants wearing police uniforms and managed to escape. The victim is expected to testify.
Prosecutors say the defendants belonged to "Los Palillos" ? "The Toothpicks" in English ? a cell of the Tijuana-based Arellano Felix cartel that broke away around 2002 when its leader was killed in an internal feud. The leader's younger brother, Jorge Rojas, moved to the San Diego area and allegedly directed the cell in trafficking drugs and committing nine murders and a series of kidnappings until his arrest in 2007.
Rojas, 32, was convicted of one kidnapping in 2008 and sentenced to life in prison. He will be tried later this year on additional charges that may make him eligible for the death penalty, if convicted.
The group's targets were sometimes suspected or confirmed drug traffickers, authorities say.
The two whose bodies were dissolved in acid include a drug trafficker, said Amador, who did not reveal the other victim's occupation in his opening statement. The home where their bodies were dissolved was equipped with sheets of wood and fans.
"It was a mess to do this, and it stunk," Amador said.
The group's demise came in June 2007 when the family of one kidnap victim, Eduardo Gonzalez Tostado, called the FBI for help, Amador said. Families of previous victims refused to contact authorities.
The prosecutor described Gonzalez as a wealthy businessman but acknowledged he is suspected by some of ties to the Arellano Felix cartel. A young woman allegedly lured him to a home in Chula Vista, where he was chained and blindfolded in a closet for eight days while his captors demanded $2 million from his pregnant wife.
The family paid $193,000 in a package equipped with a tracking device that the FBI used to locate the victim. Gonzalez, who was rescued in a SWAT raid, is expected to testify at the trial.
The trial is expected to last six to eight weeks.

The Virginia Tech Wake Forest University School of Biomedical Engineering and Sciences (SBES) announces the first ever publication with data on head impacts from youth football players. The paper is published in the Annals of Biomedical Engineering and is available online for free download. The manuscript includes the details of over 700 head impacts measured on 7 and 8 year old youth football players.
Based on the importance of this initial publication, the School of Biomedical Engineering and Sciences is also announcing today a new study to instrument and map the head impact exposure of youth football players for all age groups from 6 years through 18 years. This program will consist of over 240 instrumented helmets on six different football teams in Virginia and North Carolina.
Called the Kinematics of Impact Data Set (KIDS), it is anticipated that this research program will greatly enhance the understanding of child brain biomechanics and will lead to improvements in youth practice and game techniques as well as the development of improved helmets specifically designed for children. The study is the first of its kind to look at the full age spectrum from age 6 to 18.
As part of the KIDS study, each team will receive new helmets and new sensors fitted inside the helmet. Each time a player impacts his head, data are recorded and wirelessly downloaded to a computer on the sideline. The technology is similar to what Virginia Tech has used since 2003 to instrument its collegiate football team. The research conducted with the Virginia Tech football team has led to a better understanding of head impacts in football and how they relate to concussions. Furthermore, this research has led to the development of the National Impact Database, containing the first safety rating system ever available for adult football helmets (STAR Evaluation System).
"In 2011 we collected the first data on one team of youth football players. This new study for 2012 allows for dramatically increased sample size and head exposure mapping for all age groups," said Stefan Duma, the Virginia Tech Professor of Biomedical Engineering and Department Head of the Virginia Tech Wake Forest University School of Biomedical Engineering and Sciences (SBES) who directs this project. "Through our biomedical engineering partnership, we are able to capitalize on world class faculty and facilities at both Virginia Tech and Wake Forest University. A project of this size would not be possible without our long-term partnership."
Investigators at Virginia Tech will supervise the data collection for three teams in Virginia with the help of Steve Rowson and Ray Daniel of the biomedical school. Gunnar Brolinson and Mike Goforth of Virginia Tech Sports Medicine will also assist with the Virginia teams.
Investigators from Wake Forest School of Medicine will supervise the data collection for three teams in North Carolina. Dr. Alex Powers, a neurosurgeon, Dr. Joseph Maldjian and Dr. Christopher Whitlow, neuroradiologists, Dr. Daryl Rosenbaum, a sports medicine physician, and Joel Stitzel http://www.sbes.vt.edu/stitzel.php, a biomedical engineering professor, will assist with the North Carolina teams. They will implement medical imaging protocols combined with brain computer modeling research to better understand the biomechanics of impacts. "We are pleased to be involved with such an exciting project. The opportunity to work with this excellent group will ensure some light is shed on an issue that is extremely important," said Stitzel.
The KIDS project will utilize Simbex's Head Impact Telemetry System (HITS) technology in football helmets. This technology has been in use since 2003 at Virginia Tech. The KIDS study builds upon Virginia Tech's ongoing multi-year, multi-institution study of head impact exposure together with Simbex, Dartmouth College, and Brown University funded by the National Institutes of Health that has focused on college athletes and has resulted in more than 20 peer-reviewed publications to date.
It is anticipated that over 50,000 head impacts will be recorded through 2012 as part of this KIDS project. These data have implications that are not limited to improved youth football techniques and helmets, but also has applications towards improved head protection in other sports, as well as advancements in automobile safety designs.

Egyptian security sources and members of the Syrian opposition are claiming that the two Iranian ships docked off the Syrian coast are equipped with ?military communications jamming devices that are disrupting communications made by the Syrian opposition via satellite,? the London-based Arabic newspaper Asharq al-Awsat reported Monday.
